AIFA-71 Wrong issue shown in rating email

In the rating email, users should only receive issues that they know about and have contributed.


In the rating emails sent on 04.05.2020, some users received issues that they don't know about. Only 2 users were impacted.

Root Cause

Identitical jira account ids in the database caused this issue.
